    What is Title I?

"Title I" is the federal program that provides funding to local school districts to improve the academic achievement of disadvantaged students. It is part of the Elementary and Secondary Education Act first passed in 1965. That Act is reauthorized by Congress from time to time, and often given a new name. It is currently known as the Every Student Succeeds Act (ESSA) which was signed by President Obama on December 10, 2015.  The previous version of the law was known as the No Child Left Behind Act. This bipartisan measure reauthorizes the 50-year-old Elementary and Secondary Education Act (ESEA), the nation’s national education law and longstanding commitment to equal opportunity for all students.

The Title I law requires the meaningful involvement of parents in school level planning, development and design of initiatives to improve student achievement supported by Title I funds.

The purpose of Title I is to assist schools in improving student achievement, staff development and parental involvement. All public schools receiving Title I funds are district schools operating as Schoolwide Programs. Schools utilize Title I funds to enhance the regular district instructional program.

What is a Title I School?

Title I schools receive federal dollars to fund the following:

    • Personnel to help students succeed. At Skycrest, we have a part-time Reading Interventionists, a full-time Social Worker and a full-time Multi-Tiered Systems Support coach.
    • Academic workshops/family nights – Literacy night, STEM & Math night, Testing and Middle School information night, Kindergarten Round Up and the Student Showcase are offered to students and their families. We provide families with free books and the opportunity to learn strategies to help their children to be better readers, mathematicians, and scientists.
    • Materials for students -  Title I provides students with Planners and Compacts.  In addition, money is spent on refurbishing classroom libraries, purchasing culturally relevant books for teachers to use in their classrooms, and buying instructional materials needed to meet the needs of our students.  Leader In Me curriculum books are provided to each student to promote character and leadership qualities.
    • Professional Development for staff members including a stipend to be paid to all staff who participate in school-based trainings after school. At Skycrest, we offer book studies to build teachers' capacity for equitable practices. As well as working with instructional staff after school hours to delve deep into our student data and ELA standards, the plan focused on instruction meeting the needs of our students.
    • Provide Intervention Kits to remediate and enhance reading skills for all students. (UFLI, Science of Reading, and Elements of Vocabulary, etc.)
    • Promise Time Program/ELP program – after-school tutoring program. Materials and funds for salaries are provided during the school year.

    Schools use funds to:

    • add highly qualified staff
    • support parent and community involvement efforts
    • improve staff development
    • purchase additional instructional materials and supplies
    • add technology and needed equipment
